“DAK welcomes the appointment of Dr Shafqat Khan as Commissioner SMC”

“Demands for caderaisation and promotional avenues of Medicos”




Doctors Association Kashmir, in an emergency meeting held under President ship of Dr G M Mir said that an Administrative Service Officers who get inducted as Block Development Officers(BDO) or even lower rank officials with same pay scale and sometimes lower grade retire as Commissioner Secretary/Chief Secretary or even Secretary at the Centre whereas on the other hand doctors get inducted as Medical Officers retires also as a Medical Officer.In the same context, Dr G M Mir showed serious concern over unnecessary controversy which has been created after a medico,Dr Shafqat Khan has been appointed as Commissioner in Srinagar Municipal Corporation(SMC),the reason being given that he is the”JUNIOR MOST”, though he has been appointed more than 20 years back with experience of more than 7 years as a Class 1 officer, thus fulfilling all the requisite experience and qualification.

It will not be out of place to mention that in the past also Medical Officers have served at the highest level of SMC and have proven their mettle in upholding the virtues of SMC.

He also said DAK has been pleading with the government over the years for promotional avenues for medicos and caderisation of medical officers but it seems it is falling to the deaf ears. Jammu & Kashmir State has been ranked as the most corrupt state in several occasions but it’s pertinent to mention here that in spite of those discouraging official figures & ranks and many constraints our state was ranked at top position for 3 years in last decade at national level in terms of Health Care.

It hereby nullifies that doctors can’t become good administrators and as far as capabilities of medicos are concerned it is evident that department of health which is being managed only by doctors at various levels and has been doing a commendable job be it recent unrest or natural disasters. DAK, President further said that one does get this No. 1 rank by just sitting but by sheer professionalism and hard work along with logistic support by it’s able administrators.




DAK appeals to the Hon’ble Chief Minister of the State,Ms Mehbooba Mufti to kindly look into it and to be vigilant against those groups with nefarious designs who seem to have some personal animosity with present Commissioner rather than with his administrative skills.DAK further appealed to take a passionate view over the promotional avenues for medicos and caderisation so that our morale is uplifted.
