JK Government SRO on daily wagers welcomed

Srinagar, Dec 22 (KNB): The labors who are working in various government departments has welcomed the state’s decision to of conforming the services of CSLW (casual seasonal labor workers) permanent under SRO 520. Terming the decision as exemplary the labors hailed government move and said this can prove a bridge between people and the government.




On 21st Dec 2017 government took a decision of conforming the services of CSLW (casual seasonal labor workers) as permanent under SRO 520 under section 124 of the constitution of J&K by the governor with immediate effect, those who have completed 10 or more years of their services in various government departments under skilled and un- skilled workers.

According to the SRO under the skilled section those who have completed 10-15 years of service will get 13000 PM,15-20 years as 18000 PM and 20 years as 24000 PM as remuneration. Similarly those coming under un skilled labour and having 10-15 years as 10000,15-20 years as 18000 and 20 years as 20000 remuneration.

Many casual daily labours who are working in various departments hailed this decision as for them they have worked most of the time of their lives in these departments and for them it’s very difficult to find any other permanent job.

“I have been working in electrical department as a casual labour from last more than 14 years ,it was very depressing for me to work like this ,I appreciate this decision of government and believe that various similar steps would be taken in future to end the unemployment in the state” said a casual labour.

According to some sources government is thinking on the terms of confirming the services of the casual labours also who have completed less than 10 years of service in various departments. This is a healthy step on the part of government as it will help to curb the menace of unemployment in the state and can help build a bridge between people and the government.

HIGHLIGHTS OF SRO-520

– 9 categories of casuals including daily-rated, casual, seasonal, HDF (Hospital Development Fund) and local fund workers, NYCs, land donors, ITI workers and ad-hoc/contractual appointees left-out under the J&K Civil Services (special provisions) Act 2010 for want of eligibility criteria, to benefit from Regularization Policy

– They will be designated as General Service Assistants (GSAs) after regularization
– GSAs to get a minimum monthly remuneration of Rs 10000 and a maximum of Rs 24000 depending on their skills and length of engagement
– They will be entitled to an annual hike of 3% on remuneration
– They shall be covered under NPS along-with Employer’s Share to be contributed by the Govt
– They shall be entitled to Leave & Medical Reimbursement benefits
– The service bio-data/ records of a GSAs shall be maintained at the level of Head of Office in each department in the form of a Service Book
– The GSAs shall continue in a department upto the age of 60 years
– For purposes of conduct, discipline and appeal, a GSA shall be regulated in accordance with the relevant provisions of the Jammu & Kashmir Civil Services (Employees) Conduct. (KNB)
