Srinagar, May 04(KNB): Fresh guidelines were issued by Jammu and Kashmir administration amid nationwide lockdown, which will come into effect from 4 May till 18th May 2020 for enforcing the third phase of the lockdown with the Union home ministry impelling prohibitions on movement in all areas without passes, exempting medical emergencies.
Taking to Twitter Principal Secretary J&K and spokesperson Rohit Kansal tweeted, “Prohibitions (Curfew) on movement in ALL areas between 7 PM and 7 AM. No movement without passes. Medical emergencies exempted.”
Whereas, the Government of India vide its Order No.40-3/2020-DM-l(A) dated 1.5.2020, has issued new guidelines annexed with this order for regulating activities within the Union Territory of Jammu and Kashmir for effective Containment of COVID-19 pandemic, w.e.f 4th May, 2020, any deviation from the order would attract penal action under the Disaster Management Act, 2005.
The guidelines read as, “These instructions are being issued to regulate activities permitted during the extended period of lockdown W.e.f. 4th May 2020 imposed vide MHA’s order; All instructions related to safety, health precautions, social distancing, etc continue to apply.”
It further reads, “In entire UT of J&K ,all domestic and international air travel of passengers, except for medical services, Inter-state, Inter-district and Intra-district Buses for public transport and private vehicles will also remain suspended unless the case of emergency or as permitted by MHA; All schools, colleges, universities, educational/ training/coaching
institutions, are prohibited however, online/distance learning
shall be permitted, all religious places shall be closed for
public, religious congregations are strictly prohibited.”
Moreover, MHA has allowed Indian railways to operate special passenger trains to ferry stranded migrant workers, pilgrims, tourists, students and other persons back to their homes.(KNB)
