Appoints staff ‘without fulfilling formalities’

Srinagar, Apr 21: The state authorities seem to be turning a blind eye towards the gross violation in norms allegedly done by Vishwa Bharti College wherein appointments of contractual staff has been made in the past.

Sources told TKS that the college has also regularized several contractual lecturers while throwing rules to the wind. It also continues to remain a mystery for the academic world in the state of Jammu and Kashmir that what procedure did the college authorities adopt while regularizing the services of several contractual lecturers.

Brazenly, one of the college employees, who was appointed as an orderly in 1994, is at present holding the post of a section officer in the College. The authorities in the College have so far not come clear over what procedure has been adopted and under what criteria. The employee qualifications have also been dumped by the College.

Sources informed that tenure of former principal Shameem Ahmad, who retired in 2002 was extended by two years then. “But he continued to remain on his post till 2012. Further, Ahmad has been appointed by the Vishwa Bharti College as the executive officer. What criteria were adopted for such a process also remains a mystery,” they said.

Sources divulged that another person has been allegedly appointed in the College without any advertisement and the authorities have also denied the information about the post when asked via the RTI.

Reports informed that the plethora of the funds received by the College from UGC also have not been utilized in a proper way. Also, speculations galore that the College authorities have put lid over the information and related details about the funds that have so far been utilized from the UGC quota.

“There are no norms for the appointment of the staff in the college. We can call it a pick and choose process wherein no rules are set and no norms are followed,” sources said, adding that the college authorities are getting the TRI applications over the issues but no reply is being given to them also.
One of the RTI applicant namely Advocate Mir Suhail says that he at various occasions applied for getting information related to the appointment of contractual lectures and the procedure of regularizing their services. He told TKS he had submitted his application in March this year but so far no reply has been given to him.
