Since the government is lacking its role in many areas, NGO’S has taken birth in our society in different domains as orphanages, self-help groups, dialogue groups, medical care, rural development and Employment, generation-oriented groups, widow care, disappearances, ecological and environmental groups, and awareness groups.
However, Non Governmental Organizations emerge to help those people in the society who seek social makeover and expansion in quality of one’s life. They depend either on local or international aid or on voluntary donations.
Though some NGO’s has spurt in Kashmir who are deceiving people by offering them jobs as Block Development Officer, Regional Recruitment Officer, and Development Officer with good amount of salary (which they never pay). Coalition group of young boys and girls witnessed similar situation and seek intervention after being betrayed from one of such NGO’s.
More than thousands of Kashmiri youth were trapped in fake promises made by ‘Inner Trip Reiyuki International society’ NGO headed by Mr. Guatam Kalikotey, Shafeeqa Akhter, Mr. Bikram Bhujel and other associates. They have misled the people by misusing the name of Inner Trip Reiyuki International.
The duped members of ITRIS knocked up door of Kashmir scenario and shared their experience with us.
Members alleged that we followed the advertisement published in local newspapers about offering jobs with pay scale ranging from Rs. 3000 to 25,000. We happily visited at their office at Rajbagh to register ourselves as their members. At that point of time we were told to fill up an application form and to pay the registration fees of rupees 2500. Later on the next day, Shafiqa Akhtar told us that all the appointment letters will be given after the formal inauguration of the said NGO office. Finally after a gap of nearly two-three months we were informed by the associate of Shafiqa Akhtar namely Firdous Wani that the inauguration event shall take place at Hotel Lalrukh situated near ghanta ghar, lalchowk. On that day, we found something suspicious in relation to the activities, and the way they again delayed the process of issuing the appointment letter.
We asked them to return our registration fee but they did not paid any heed to our agony. Some duped members retained their money via cheques but they are bounced by the concerned bank and are not being cashed due to insufficient amount in the relevant account of the bank. It is also pertinent to mention that Shafiqa Akhtar and her associates threatened us of dire consequences if we will agitate on the event day.
Later on that day, we again tried to approach the said persons but to our surprise none was available at that point of time and moreover what came shocking to us was that news which we came to know that Shafiqa Akhtar and her associates were trying to abscond and were in reality some fraud persons. Duped candidates raise question to the newspaper owners and government for not examining these commercial and fake organizations.
However, the recent notification on 22-4-2013, by ITRI notifies that they are cheating public on large scale via fake job recruitment scheme, offering membership and so-called regional sustainable enhancement project. Moreover, we are not responsible for any losses. “We took action against them for using our organization’s name and trademark and lodged complaint to concern Superintendent of Police and Chief Minister of the state”, stated Mr. Anil Kumar Sharma, legal advisor to Director of ITRI- India on telephonic conversation to Kashmir Scenario.
According our telecommunication with Mr. Umesh Mathur, Director of ITRI-India stated that after holding meeting with Shafeeka Akhter on 4-11-2012, she confirmed in front of us that she has returned most of the money and will not take any more amount in future. Later after our warnings and notices to her, we did not receive any complaints from Kashmir since 7-11-2012. The Delhi High Court Judgment has come on 12-4-2013 restraining Gautam Kalikotey, Shafeeka Akhter and their other associates from using ITRI name and logo. They have also been restrained from using United Nations or ECOSOS name. However if they are continuing any illicit activities they will be automatically held for Contempt of Court in that case.
Duped youth believes that ITRIS group is exploiting poor people of Kashmir by asking them to register their membership on paying of registration fee that varies from one post to other.
They said, “We do not want more innocent people to suffer the same as we did. We approached and forwarded letters to Chief Minister, Governor, Div. Commissioner, Superintendent of Police, SHO, and concern Police Station. Later what police station verified that we are unaware of any such thing?
The representation of fake documents shows 15000 Rs. Salary for the post of BDO (Block Development Officer) and 25000 Rs. Salary for the post of RRO (Regional Recruitment Officer). Moreover, some people bring receipt of 1500, 2500 Rs. as registration fee and some claim that, they have spent Rs. 30,000 in the market. They are lingering in between the deceivers and authorities, to attain their money back. However, no one is taking responsibility of such grave issue.

On Saturday, duped members held massive protest outside the office of ITRIS. At concerned police station , duped candidates complained that Shafeeka Akhter is fraud and after interference of media, the concerned police lodged an FIR against her.
