JAMMU:- The Cabinet which met here today under the chairmanship of Chief Minister, Mufti Muhammad Sayeed, has ordered the following transfers and postings in Civil Administration with immediate effect.
Mr. Rakesh Kumar Gupta, IAS (JK:86), Principal Secretary to the Governor, has been transferred and posted as Principal Secretary to the Government, Forest Department, vice Mr. Mohammad Afzal Bhat.
Mr. Suresh Kumar, IAS (JK:86), Principal Secretary to the Government, Home Department, has been transferred and posted as Director General, J&K Institute of Management, Public Administration and Rural Development, relieving Mr. Mohammad Ashraf Bukhari, IAS, of the additional charge of the post.
Mr. Braj Raj Sharma, IAS (JK:84), Principal Secretary to the Government, Planning and Development Department, shall hold the charge of the post of Principal Secretary to the Government, Home Department, in addition to his own duties, till further orders.
Mr. Shantmanu, IAS (JK:91), Divisional Commissioner, Jammu, has been transferred and posted as Commissioner/Secretary to the Government, Health and Medical Education Department, vice Mr. Gazzanfar Hussain.
Mr. Bipul Pathak, IAS (JK:92), Commissioner/Secretary to the Government, Transport Department, has been transferred and posted as Commissioner/Secretary to the Government, Housing and Urban Development Department, vice Mr. Satesh Nehru.
Mr. Pawan Kotwal, IAS (JK:94), Commissioner/Secretary to the Government, PHE, Irrigation and Flood Control Department, has been transferred and posted as Divisional Commissioner, Jammu, vice Mr. Shantmanu.
Mr. Rohit Kansal, IAS (JK:95), Divisional Commissioner, Kashmir, has been transferred and posted as Commissioner/Secretary to the Government, Public Works (R&B) Department. He shall take over the charge of the post upon the superannuation of Ms. Tanveer Jehan, IAS, on 31.3.2015, and shall be in compulsory waiting in GAD till that time. Mr. Rohit Kansal shall also be the Commissioner/Secretary to the Government, Floriculture, Parks and Gardens Department.
Mr. Gazzanfar Hussain, IAS (JK:98), Commissioner/Secretary to the Government, Health and Medical Education Department, has been transferred and posted as Divisional Commissioner, Kashmir, vice Mr. Rohit Kansal.
Ms. Vineeta Gupta, IAS (JK:2000), Secretary to the Government, ARI and Trainings Department, has been transferred and posted as Secretary to the Government, Cooperatives Department.
Mr. Tushar Kanti Sharma, IAS (JK:2000), Member, J&K Special Tribunal, has been transferred and posted as Secretary to the Government, ARI and Trainings Department, vice Ms. Vineeta Gupta.
Dr. Mandeep Kumar Bhandari, IAS (JK:2001), Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, has been recalled and posted as Secretary to the Government, Relief and Rehabilitation. He shall also be the Chief Executive Officer, Project Monitoring Unit of the New World Bank Project.
Mr. Mohammad Afzal Bhat, IAS (JK:2001), Secretary to the Government, Forest Department, has been transferred and posted as Secretary to the Government, Revenue Department, vice Mr. Vinod Koul, IAS, who shall report to the General Administration Department and await further orders.
Mr. Satesh Nehru, IAS (JK:2001), Secretary to the Government, Housing and Urban Development Department, has been transferred and posted as Secretary to the Government, Consumer Affairs and Public Distribution Department, vice Mr. Baseer Ahmad Khan.

Mr. Baseer Ahmad Khan, IAS (JK:2001), Secretary to the Government, Consumer Affairs and Public Distribution Department, has been transferred and posted as Secretary to the Government, Transport Department, vice Mr. Bipul Pathak.
Mr. Saurabh Bhagat, IAS (JK:2002), Secretary in the Industries and Commerce Department , has been transferred and posted as Secretary to the Government, Information Technology and Science & Technology Department, vice Mr. Parvez Ahmad Malik.
Mr. Bashir Ahmad Bhat, IAS (JK:2005), Deputy Commissioner, Shopian, has been transferred and posted as Director, Finance and ex-officio Special Secretary to the Government, Finance Department, vice Mr. Showkat Aijaz Bhat.
Mr. Sarmad Hafeez, IAS (JK:2009), Deputy Commissioner, Ganderbal, has been transferred and posted as Vice-Chairman, Lakes and Waterways Development Authority, Srinagar, vice Mr. Abdul Latief Deva, IAS, who shall await further orders in the General Administration Department.
Mr. Ramesh Kumar, IAS (JK:2011), Sub-Divisional Magistrate, Mendhar, has been transferred and posted as Project Director, Rashtriya Madhyamik Shiksha Abhiyan, vice Mir Tariq Ali, KAS, who shall report to the General Administration Department AND await further orders. Mr. Ramesh Kumar shall hold the charge of the post of Project Director, Sarva Shiksha Abhiyan, in addition to his own duties, till further orders, which shall, however, be subject to the final outcome of the pending writ petition.
Ms. Dev Lata, KAS, Secretary in the Chief Minister’s Secretariat, has been transferred and posted as Chairman, Services Selection Board, J&K. She shall take over the charge of the post of Chairman, Services Selection Board, upon the superannuation of Ms. Shagufta Parveen, on 31.3.2015.
Mr. Ali Raza, KAS, Director, Tribal Affairs, J&K, has been transferred and posted as Project Director, DRDA, Kargil.
Mr. Jahangir Mir, KAS, Mission Director, Rashtriya Uchachatar Shiksha Abhiyan, has been transferred and posted as Special Secretary to the Government, Social Welfare Department.
Sheikh Fayaz Ahmad, KAS, Director, Estates, J&K, has been transferred and posted as Special Secretary to the Government, Technical Education, Youth Services and Sports.

Mr. Showkat Aijaz Bhat, KAS, Director, Finance and ex-officio Special Secretary to the Government, Finance Department, has been transferred and posted as Deputy Commissioner, Ganderbal.
Mr. Tariq Ahmad Zargar, KAS, Additional Mission Director, State Rural Livelihood Mission, Srinagar, has been transferred and posted as Mission Director, Rashtriya Uchachatar Shiksha Abhiyan, vice Mr. Jahangir Mir.
Mr. Ghulam Mohammad Dar, KAS, Additional Deputy Commissioner, Srinagar, has been transferred and posted as Deputy Commissioner, Shopian, vice Mr. Bashir Ahmad Bhat.
Mr. Bimal Tickoo, Development Commissioner (Works), J&K, has been transferred and posted as Secretary (Technical) in the Public Works (R&B) Department.
Mr. Thaseen Mustafa, Chief Executive Officer, Economic Reconstruction Agency, J&K, has been transferred and posted as Development Commissioner (Works), J&K, vice Mr. Bimal Tickoo. Principal Secretary to the Government, Planning and Development Department, shall hold the charge of the post of Chief Executive Officer, Economic Reconstruction Agency, J&K, in addition to his own duties, till further orders.
Mr. Daleep Thusu, Secretary, J&K State Sports Council, has been transferred and shall await further orders of adjustment in the General Administration Department. Director General, Youth Services and Sports, J&K, shall hold the charge of the post of Secretary, J&K State Sports Council, in addition to his own duties, till further orders.
Mr. Tufail Matoo, Managing Director, J&K Cable Car Corporation, has been transferred and posted as Commissioner, Srinagar Municipal Corporation, vice Mr. G.N. Qasba, who shall report to the General Administration Department and await further orders. Mr. Nazir Ahmad Mir, KAS, Chief Executive Officer, Tourism Development Authority, Gulmarg, shall hold the charge of the post of Managing Director, J&K Cable Car Corporation, in addition to his own duties, till further orders.
In another decision the Cabinet accorded sanction to the transfer and posting of Mtr. Shahnaz Goni, i/c Chief Engineer, Electric Maintenance and Rural Electrification Wing, Jammu as i/c Chief Engineer, Commercial and Survey Wing, J&K relieving Mr. Khurshid Ahmad Budoo, i/c Chief Engineer, Procurement and Material Management of the additional charge. It also accorded sanction to the transfer and posting of Mr. Ajay Gupta, i/c Chief Engineer, Systems and Operations Wing, Jammu as i/c Chief Engineer, Electric Maintenance and Rural Electrification Wing, Jammu vice Mtr. Shahnaz Goni.
