SIA Files Chargesheet in ‘Doctors Terror Module’ Case, 10 Accused Named

Srinagar, April 16 (KNB): The State Investigation Agency (SIA), Kashmir on Wednesday filed a chargesheet in a major terror conspiracy case involving a covert group referred to as the “Doctors Terror Module.” The chargesheet has been filed against ten accused in connection with an FIR registered at Police Station Nowgam, Srinagar.

As per the statement issued to news agency Kashmir News Bureau-KNB that, the case stems from an incident on October 19, 2025, when provocative and threatening posters surfaced in the Nowgam area in the name of the banned outfit Jaish-e-Mohammad (JeM), aimed at spreading fear and disturbing public order while challenging the sovereignty and integrity of the country.

The SIA said that investigations revealed the act was part of a larger conspiracy to revive the proscribed terror outfit Ansar Ghazwat-ul-Hind (AGuH). The accused had allegedly formed a clandestine module involved in radicalisation, recruitment, and planning of terror activities across the country.

The statement further said that the accused used the name of JeM to create psychological impact while covertly working towards re-establishing AGuH, in an attempt to mislead security agencies.

Notably, the module included highly educated individuals, including doctors, who allegedly misused their professional access and institutional spaces for unlawful activities. They were also found disseminating extremist content online and procuring materials for explosive fabrication, including within residential premises and locations linked to Al-Falah Medical College.

Investigations revealed that the group had identified Triacetone Triperoxide (TATP), a highly volatile explosive used in global terror incidents, as a preferred material. The scale of accumulation of explosive substances and precursor materials indicated a serious level of preparedness and intent, the agency said.

The SIA stated that through a comprehensive investigation involving digital forensics, recoveries, and witness accounts, the entire network has been dismantled. Substantial evidence has been collected establishing a strong prima facie case against the accused.

The accused named in the chargesheet include Arif Nisar Dar alias Sahil, Yasir Ul Ashraf Bhat, Maqsood Ahmad Dar alias Shahid, Irfan Ahmad Wagay alias Owais, Zameer Ahmad Ahanger alias Mutlashi, Dr Muzamil Shakeel Ganaie alias Musaib, Dr Adeel Ahmad Rather alias Javaid, Dr Shaheen Saeed, Tufail Ahmad Bhat, and Dr Umar Un Nabi, who was killed in a Red Fort suicide attack.

The chargesheet has been filed before the competent court of law, while further investigation in the case is underway.

The SIA reiterated its commitment to dismantling terror networks and safeguarding national security, stating that the case underlines the evolving nature of terror conspiracies and the misuse of professional and digital platforms.
