Mess In Haq Khan’s RD Department, This Time In Baramulla, Candidates Smell Foul

Baramulla | In 2013- to accelerate the development in the rural areas many well qualified candidates were selected as Gram Rozgar Sewaks in Rural Development Department.

After proper advertisement the candidates were shortlisted and after the interview for the said posts a waiting/merit list of candidates was prepared, so that they will be accommodated in case any selected candidate doesn’t join or resigns from the service at any point of time as fresh  recruitment was time consuming process, reads the circular by then Commissioner Secretary Rural Development Department issued vide No:RD/MGNREGA/26/2006-07 Dated  24-10-2013.

As of now many have resigned from the service leaving several posts of Gram Rozgar Sewaks vacant, but the department has not filled the vacancies and no waiting candidate has been appointed.

The candidates in the waiting list are eagerly waiting for the department to appoint and accommodate them at the available vacancies, but the process is moving at a snails pace.

The candidates also filed a case in Baramulla District sessions Court and after hearing the petition the court in its judgement issued an order vide no:513 Dated 10/10/2015 and the order was reproduced as “Non applicant’s (ACD Baramulla) shall exhaust the waiting list and it is expected the applicants (waiting candidates) are accommodated, not in violation of prevalent rules.

After the court issued order to Deputy Commissioner Baramulla vide his letter no:DDCB/9377 Dated 29-10-2015 stated in his latter to Assistant Commissioner Development that ”I am directed to request you to take immediate necessary action in light of the order issued by the Baramulla Court.The action taken in the matter be please furnished to the office of Principal District and Session Judge Baramulla for Kind information of Hon’ble Judge.”

But till date the court order was not implemented and no information was furnished to the office of Principal District & Session Judge Baramulla by Assistant Commissioner Development Baramulla.

”Despite court order the ACD Baramulla has not taken any action yet in this regard and when we contact or approach him he ignores and doesn’t respond to our pleas,’ said a candidate Reyaz Ahmed Rather.

The candidates also allege that non implementation of Court order is Prima-Facie and  contempt of court by concerned authorities only to plan engagement of some blue-eyed Candidate’s from backdoor.

Assistant Commissioner Development Baramulla Munawer Mir told The Kashmir Scenario that he has forwarded the court order regarding the engagement of waiting candidates to Director Rural Development Department Kashmir, and after his approval they will take further necessary action.
